Gold Coast Council limits waterfront fencing to 1.2 metres within the waterway regulation line. What it means for canal blocks, corners and walls.
If your block backs onto a canal, the Broadwater or a creek, the Gold Coast fencing rules work differently from an inland lot. The usual 2 metre height doesn't apply on the water side, and a few other things that are easy to take for granted change as well. This post covers what the Gold Coast City Council says (read in October 2026) and what to check before you plan the fence.
The 1.2 metre waterfront rule
Council's residential fencing page lists waterfront fencing as an exception to the general rule that fences up to 2.0 metres don't usually need building approval. It says waterways carry floodwater, so fencing in these areas has special requirements under City Plan, including the coastal erosion hazard overlay code.
The specific number: Council's standard drawing 04-004 restricts waterfront fencing to 1.2 metres high. That height applies within the waterway regulation line, which Council maps in its City Plan interactive mapping under the coastal hazard supporting information, in the layer for building setback to canals and waterways.
Two points follow from that wording.
- The 1.2 metres applies within the line, not across the whole lot. Which parts of your fence fall inside it depends on where the line sits on your block.
- We can't tell you where that line is on your address. Check the map, or ask your certifier.
Retaining walls at the water's edge
If you're thinking about a retaining wall as well, note that the Gold Coast's list of conditions for skipping building approval includes "not in a waterfront or oceanfront setback area". A wall in that area doesn't qualify for the no-approval path, however low it is. See our post on fencing a sloping block for the full list of conditions.
Corner lots and canal blocks
If your canal block is also a corner lot, note that Council says corner lot fencing has to give traffic on both roads a clear line of vision, and that fencing within the corner can't exceed 1.0 metre. That's a separate limit from the waterfront one, so a corner canal block can be dealing with both.
Title, estate and approval conditions
Council's list of exceptions also includes title and contract restrictions, and conditions attached to a development approval. Council notes a property title can list encumbrances, covenants and easements, some of which may restrict building. If your estate or subdivision came with development conditions, read those and your title before you design anything.
Design: keeping the view
A 1.2 metre limit within the line changes the usual privacy trade-off, because you can't build the tall solid wall you might on an inland boundary. If you want more openness, our infill panels are a styling option, but the height limit applies whatever the panel type, so settle the number with your certifier first.
If you're after a more textured finish, our stacked stone walls are cast from original 19th-century Spanish moulds. The height rule applies to them the same way.
Access for the install
Our panels are craned into place, which means we need to know how a crane truck can reach the fence line. On a canal block, tell us about the street access to the water side of the property, any pontoon or boat storage near the boundary, and whether anything sits in the way.
Where we've worked
Our installations map lists projects in Surfers Paradise, Sovereign Islands and Runaway Bay, including stacked stone jobs at Sovereign Islands and Runaway Bay. For more on canal and waterfront areas we service, see our pages for Isle Of Capri, Broadbeach Waters and Hollywell.
Common questions
How high can a fence be on a Gold Coast canal block?
Within the waterway regulation line, Council's standard drawing 04-004 restricts waterfront fencing to 1.2 metres. Elsewhere on the lot the general 2.0 metre guide applies, subject to the other exceptions. Check where the line falls on your block.
Do I need approval for a retaining wall at the waterfront?
The no-approval path for retaining walls doesn't apply in a waterfront or oceanfront setback area, so check with your certifier or Council before you plan one.
Why does Council treat waterfront fences differently?
Council's page says waterways also carry floodwater, so fencing near them has special requirements under City Plan.
Does the fence material change the height limit?
The Council pages we read set the limit by height and location. Material isn't what they set it by. Building work still has to comply with the relevant building standards.
